Many factors, control jobs
- World History warns that when vast majority of adults are jobless ,it inevitable leads to social revolution and political upheavals
- Many states in India have embarked on nativism adventure to protect the interest of vast number of jobless locals. Eg: DMK in Tamil Nadu
- Creation of new jobs is not entirely in the control of state government , that needs support of Central government
- Lack of skilled workers, high land prices and inadequate infrastructure are the main reasons
- After introduction of GST state government have lost their fiscal autonomy and have no power to provide tax concession to the businesses
- 3-3-3 effect the states like Karnataka , Tamil Nadu and Maharashtra are three times richer than Uttar Pradesh ,Bihar and Madhya Pradesh
- Inter state inequality , an impending demographic disaster and shrinking fiscal autonomy will inevitable nativist sub nationalism among the states
- Increased migration across the state borders
Solutions
Abundant high quality skilled and unskilled labour, land at affordable prices, uninterrupted supply of electricity, water and other such as “ease of business” facilities. So state government must use land and local infrastructure as tool for attraction of investment while they do not have control over immediate availability to use taxes as tool.
Mains question
